text-align: justify; margin-top: 8px; margin-bottom: 8px;'><span style='color: rgb(0, 0, 0);'>位于十八亩小区位置，十八亩小区是老小区，道路建设前小区南侧一条简易水泥小路，是小区唯一的出行通道，地势低洼，每逢雨天必淹，老百姓经常投诉。道路跨越草河，考虑周边环境美化，桥梁设计为三跨拱桥，桥梁和道路高差有3-4米。进场后附近居民认为原来就为低洼地，现在又建了这么高的桥，将来肯定还会积水，所以多次阻挠工程施工。后来经过多次协调，通过优化设计图纸、调整道路设计纵坡、增加排水口等措施，同时协调对小区污水管网进行清掏，最终工程得以顺利完工。</span></p><p style='text-indent: 2.125em; text-align: justify; margin-top: 8px; margin-bottom: 8px;'><span style='color: rgb(0, 0, 0);'>海陵住建积极推进海陵历史文化名城建设由“大拆大建”向“小尺度、渐进式”转变，在陈家桥西巷改造过程中，在原有的2-3米的巷道内布设雨污水管网、强弱电入地，还有路灯、自来水等地下管网，类似于“螺丝壳里做道场”，可以说难上加难。加上有部分老百姓又希望征收搬迁，一开始并不支持改造，认为改造会对他们原有房屋产生破坏，而且居住的全是年纪大的老人。后来在施工单位和社区的共同努力下，召开居民代表座谈会，综合考虑老百姓的各种诉求，比如安装充电桩、安装临时自来水、铺装临时道路、分段施工等措施，同意先做一段试验段。</span></p><p style='text-indent: 2.125em;
